My first thought was:
clean out the swamp.
Inactivity. Coolidge was great in this way.
I think I’d split the difference between integrity/character and backbone and say: principled. Hard to do in one word though. Maybe in German (which can have really long compound nouns), and if they had a word for “principled realist.” Maybe they do and I’m just not thinking of it.
