an accounting of funds each quarter and an annual report at the annual meeting. It helps that over the years we may not have had any plumbers in the membership but we’ve had two or three CPAs.

That sounds very similar to what we do at my current church and previous churches I have attended. If a church is committed to a congregational form of church government, I would expect that to be the norm.
