Here are three criteria that Thomas Aquinas detailed in his theology:
- War must be declared by a legitimate authority and not just some random individual.
- Those attacked must be attacked for some just reason.
- Those who attack must do so with the right intention, the attainment of some good, and the avoidance of evil.

Tyler, I’m reading through the Marine Commandant’s Professional Reading List, and under senior level - enlisted, there is a recommendation for Just and Unjust Wars : a moral argument with historical illustrations, written by Michael Walzer. I’ve not read it myself but thought you might find it interesting.
