My niece grew up in the Bay area, and even without this horrible law was persuaded that her social difficulties really meant that she hadn't been born the right sex. Thankfully, I don't believe she's done anything irreversible, but the social pressure out there to think you're something different than you are is nasty.
And really, the meaning of this law is "we don't believe that the science for transition is very good, so we're going to allow schools to hide it as long as possible so sensible minds don't intervene." In some places, what that means is that parents discover that their children are transitioning when they find things like (ewww....) really gross chest flatteners (real example) that have been worn, thrown in a backpack, and never washed because they don't want parents to find them.
A side note is that I don't know that it's any less traumatic for a confused young person to smell like a locker room in English class than it is for her to be seen as female, no matter what degree the gender disphoria is....
