These Democrats! Once again taking away our religious freedoms. The COVID closures were just the first step in moving toward a Marxist state.
....but notice that nobody in that article points to an actual law that would enable this, or for that matter would give us a chance of figuring out what else that particular law does.
No objection to keeping places of worship safe, but this strikes me as likely problematic in its implementation. For starters, there are something like 300,000 churches/places of worship in the U.S., which means that the overall funding per church is about $1300. Suffice it to say that if someone suggested my church go for some of that money, I'd say "let's see what strings are attached first." You could end up losing a LOT of money by taking federal money there.

This is an ongoing program. This is nothing new and has been going on for a number of years. It is part of the Department of Homeland Security and is administered by the local FEMA entity as a grant. There is an application process that you fill out, and if accepted you receive the money. It is administered through FEMA so that it can integrate with other local services that are available for places of worship. This is just an increase to the funding. While places like Independent Baptist Churches are not a huge target, my mom works at a Jewish Synagogue and there are threats made on a very regular basis, sometimes every week.
