I would say as a student leader, I never felt pressure to "snitch", nor did I ascertain an approach by the school to drive that behavior. With that said, I think there was a fair amount of "snitching" going on, driven by student behavior, that most likely doesn't exist now. A large part of that may have been the culture that many of these students came from, which was a local Christian school. I found most of the student behavior was an element of those who felt they had "power" or should be empowered to "fix" people or actions through the reporting of issues. Today, the large percentage of students come from homeschooling where that behavior does not exist for the first 12 years of schooling.

There was also the "Bible Conference Purge", that would take place where individuals either during or after Bible conference felt they needed to turn people in to get "right". I have no idea if that takes place today or not. My child had not heard about it, before I told him what it was, so I doubt it still takes place in that manner.
