I can't speak for the culture as a whole, but the "will just happen when it's time" is something I see all the time on all kinds of subjects. The child's refusal to study isn't an issue; their work ethic will happen "when it's time", except when it won't. The refusal to marry will happen "when it's time", except...when it won't, and so much more.

There are any number of places where we need to abandon our passivity and "press the issues" of character.
