The operative word as I read it is “appointed”. One is not usually appointed to a city council one is elected to the post. It would take a law passed by the Texas State Legislature to make the headline true.
What this will do is keep Christians off the various volunteer city committees and commissions which the council appoints members.

Also, it only speaks about discrimination. Your beliefs and discrimination are two different points. Depending on how vocal you are and whether you carried out any acts regarding your belief than it may or may not be discrimination.
