If this is correct, then the solution to the problems is simple; enforce the law. You get caught doing a heinous crime, you have just gotten your ticket back to where you came from. Oh, you'll get hurt? Tell that to your victims, buddy. Education might be useful, too. When I was in Germany in 1989, I had a few chances to hear people who'd had been taught (often by the Americans) about what the Nazi regime had done, and I never, ever heard anyone say anything bad about it.
