I've come across a doctrine.

I’ve come across a doctrine that stipulates the saints are never under wrath prior to conversion. It seems to be coming from the US. Has anyone come across this and do you have any idea where it originates?

Hyper-Calvinists and Barthians tend to ignore the real transition from wrath to grace in human history. I couldn’t say who in particular might have originated the quotation you’ve provided. I would say that I was certainly once a child of wrath, per Ephesians 2:1-3.

That sounds like “Eternal Justification”. I believe Kuyper held to that view. Basically the premise (as I understand it) is that the elect could not be truly under condemnation and that their justification precedes their conversion.
