I am looking for anything in the Bible that seems to even come close to being about the following-
Rev 9:14 Saying to the sixth angel which had the trumpet, Loose the four angels which are bound in the great river Euphrates.
What I am looking for is something I read at one time that I seem to recall being about how those angels ended up being bound there. I have no clue what or where and would be grateful for any help.

Perhaps this verse may have been the one you heard:
I personally do not think it relates, but some might.
Jude 1:6I suppose someone might postulate that these angels are among those bound after the Flood when the ‘sons of God’ lusted after the women of men.
And the angels who did not keep their positions of authority but abandoned their own home—these he has kept in darkness, bound with everlasting chains for judgment on the great Day.
I personally do not think it relates, but some might.

Thanks for your reply Ed, It may well be that over time I have in my mind combined a verse or two.
What I am looking for is very close to this-
Isa 29:4 And thou shalt be brought down, [and] shalt speak out of the ground, and thy speech shall be low out of the dust, and thy voice shall be, as of one that hath a familiar spirit, out of the ground, and thy speech shall whisper out of the dust.
What I recall seemed to be very close to this but for some reason I had it tied to the fallen bound in the river..

O Day Star, son of Dawn!
How you are cut down to the ground,
you who laid the nations low!

above the stars of God

I will sit on the mount of assembly
in the far reaches of the north;
14I will ascend above the heights of the clouds;
I will make myself like the Most High.’
15 But you are brought down to Sheol,
to the far reaches of the pit.
16Those who see you will stare at you
and ponder over you:

The idea that stuck with me from what I read was so close to Isa 29 that it almost has to be the one and somehow I’ve added the angels in my memories of it.
The thought that grabbed me from it was the “whisper out of the dust”
