Will precedent or the Ninth Circuit prevail?

“The new law … will go into effect January 1, unless a court overturns it. Two Christian legal organizations have already filed suit, and now the National Institute of Family and Life Advocates have joined them. …the first requirement of the law is for the pro-life centers to post a sign referring women to someplace they can obtain free or low-cost abortions.”
